The Persistence of Precision
The standard account of American strategic bombing in World War II is a descent narrative: precision targeting at the start of the war, indiscriminate area bombing by the end. My senior thesis tested that narrative against the complete operational record — every raid flown by the U.S. Army Air Forces in the European theater.
Earlier analyses relied on selected examples or on the eighty-year-old aggregate tables of the United States Strategic Bombing Survey. I went back to the raw records instead: 8,134 photographs of the original USSBS mission printouts at the National Archives, digitized with an OCR pipeline and scored raid by raid on a transparent precision-versus-area scale.
The record doesn’t support the descent narrative:
- There was no wholesale shift to area bombing. Precision methods dominated throughout the war, with only a modest rise in area-bombing characteristics in 1944.
- Transportation bombing, often described as “disguised area bombing,” scored as genuinely precise — low incendiary use, and almost no raids that qualified as true area bombing.
- Berlin was the exception, not the rule: it drew far more mixed and incendiary bombing than any other target set.
The thesis also asks whether either approach worked. Area bombing failed on its own terms — German labor and production were not meaningfully disrupted, and cities recovered faster than planners assumed. Precision bombing was effective when aimed at the right targets (German oil output collapsed when it was hit) but most tonnage went to targets that regenerated quickly. Americans didn’t abandon precision, but the campaign still fell short of what better target selection could have achieved.
